Teachers telling students that if the budget fails twice all music will be eliminated.
Seems to me that it might be factual except is it actually decided? Or is it a threat? Failing the budget twice just means the tax revenue stays the same. The voters aren't causing music to be cut - the board is.
If I kidnap your child and say I'm going to kill him unless you pay me ransom, and you don't, so I do, does that mean you are a killer? Obviously NOT. The kidnapper is!!
Same thing! The music killer is not the voters. It would be the board!!
