Hi LIPA Lovers,

I spent a great deal of time reviewing the LIPA 2007 report on the Clean Energy Initiative, their premier renewables and Energy Efficiency incentives program and the Efficiency Long Island program (where they plan on spending almost a billion dollar - 3 1/2 times what they spent already). This report, dated October 2008 was released at the end of January of this year with no fan fare, press release or anything. Keep reading and you may understand why.

Below is a listing of each residential program, the money spent in 2007, the number of installations made and the cost per installation. If I had any hair left I would probably be pulling it out as I write this posting.

Lighting and Appliance
LIPA spent $5.13 million on this program which made 1.46 million installs (mostly light bulb rebates) at a cost of $3.60 per install. They exceeded their target goal on this program.

Cool Homes
LIPA spent $1.85 million on this program which had 1595 installations (rebates for new home central air conditioning and heat pumps) for a cost of $1160 per install. Please note that LIPA's rebate payment in this program was $400 to $700 and they hit 46% of the target goal.

REAP
LIPA spent $2.83 million on this program which worked on 3968 homes (contractor does a very cursory electricity energy screening of the home, gives the homeowner a bunch of CFL bulbs, sometimes makes a refrigerator swap and a little more if the homeowner is 100% electric). Cost is $713 per home and the target goal was exceeded

Assisted Home Performance
LIPA mentions this program and tells that 42 homes received services but does not provide any other information

Solar Pioneers
LIPA spent $7.83 million on this program which worked on 291 installs (rebates homeowners and businesses that install photovoltaics on their roof) at a direct cost of $ 26,907 per installation. It is interesting to note that only $6.6 was spent in rebates meaning that $4172 per home or business went to program administration. The target goal was exceeded.

Now if that isn't bad enough check these out:

Energy Star Labeled Homes
LIPA spent $2.9 million on this program which had 87 installations (rebates about $1300 to home builders to hit Energy Star codes) at a direct cost of $33,333 per house. Looking at this another way. This program has approximately $2.9 million in administrative costs. LIPA hit 17% of the goal for this program

And the winner is...

Home Performance with Energy Star
LIPA spent a whopping $5.6 million on this program which generated 43 home installations of energy efficiency measures at a COST OF $129,302 PER HOME. LIPA hit 6% of their target on this program which was actually a decrease over the year before. Way to go guys.

So what does this all mean? If these results were seem anywhere else in the public sector than LIPA people would be getting fired, there would be public hearings and a call for action. Well here it is - our call to action. Call Newsday. Call the Times. News 12. Politicians. Tell them that this is unacceptable. We're mad as hell and not going to take it anymore. Here is clear evidence of LIPA's fiscal incompetence. And they are now starting to spend even more. God help us. We're going to be broke soon.

LIPA is going to go broke with all it's team players doing what they do best, turning everything into a mess. Where did LIPA get the funding for it's projects? The several Billion they borrowed from Brooklyn Union/Keyspan during the take over? Unless you are a team player you will be out of a job. They like to line their pockets Check out the salaries and do not forget about the bonuses and concessions they get as well. I know.

If there is a way to make anything more expensive, for the consumer, LIPA will find it and Albany will make it a law.

Believe it or not the good old boys club do not even have to go to Albany. The PSC has no say so they can do what they want right here in Uniondale in their office. Spitzer was one of the good old boy and was in on it so Patterson will not be any better. The budget could be cleaned up by going after the utilities and make them pay for their wrong doing but that will never happen. And remember folks Kevin Law was a lawyer for Duke Energy and that Co. got into allot of trouble. They are the most dirty people that have come along (like Madoff except their are just more of them). LIPA runs one of the most disgusting racketeering schemes that LILCO got nailed for by the county in the early 90's but have more players so their for they need to scam more money. AND LIPA's money WAS Keyspans/Brooklyn unions money and LIPA is still doing business as LILCO and this scam was setup years ago by D'Matto and we are going to keep getting the short end of the stick and paying HIGHER and HIGHER rates to these foreign company's that seem to be be buying up all of our utilities with our politicians in their back pocket making a nice chunk of change. LIPA will push everyone off Long Island and Patterson will get us all out of NY. What a shame if you have ever been to the Northern tier. All comes down to $$$ and no morals.
